George R.M. Anderson ist seit 2005 Generalsekretär (President und CEO)^¹ des Forums der Föderationen. Er arbeitete über 30 Jahre in verschiedenen Positionen des Öffentlichen Dienstes in Kanada, u.a. als Staatssekretär im Ministerium für Naturrohstoffe (2002-2005) und in der Staatskanzlei für Regierungsbeziehungen (1996-2002). Zuvor bekleidete er Abteilungsleiterposten im Energie-, Finanz- und Außenministerium. Er hat Universitätsabschlüsse in Politischer Wissenschaft von der Queen’s Universität Kingston und der Universität Oxford sowie von der École nationale d'administration in Paris. Zudem war er 1992/93 Forschungsbeauftragter am Harvard Universitätszentrum für Internationale Beziehungen. Er ist Autor der in zahlreichen Übersetzung erschienenen Schrift “Föderalismus: Eine Einführung” (Budrich-Verlag, Opladen und Farmington Hills 2008) sowie Kurator an der Queen’s Universität Kingston/Ontario.

Shaping a new Iraq

This piece, written before the Dec. 15, 2005, elections in Iraq, asserts that the conflict in Iraq is more than a simple struggle among Shias, Sunnis and Kurds. Solutions being advanced to provide for the long-term stabilization for the new Iraq include uniting common elements across each community and having them agree to adopt a decentralized form of federalism. The difficulty - and the solution - may lie in sharing power and in sharing oil.

These books are an important contribution, writes Mr. Anderson because even if Canada avoids another constitutional crisis, the search for solutions to the Quebec quandary is of considerable significance to the future of Canada.
