International experts discuss higher education at Forum eventLively discussion among participants from many federations marked the last day of the Forum's conference on post-secondary education in federal countries, held in Gatineau, Canada. Participants shared experiences and ideas, ranging from jurisdiction over higher education to the new trend of universities establishing branches in other countries, so-called "offshore campuses." Other issues that fueled the debates were the financing of higher education and the mobility of university students.

International experts presented case studies to the conference on cooperative governance as it applies to higher education in the federations participating in the conference.
