Senior Nigerian federal and state officials consider ways of sharing revenues

The Forum of Federations co-hosted a high-level seminar titled Challenges and Opportunities in Fiscal Federalism: Sharing Nigerian & International Perspectives from March 25-26, 2008 in Abuja. The event was co-organized by Nigeria’s Federal Finance Ministry, the Governors’ Forum of the States and the Forum of Federations. Case studies from federal countries were presented by three international Forum of Federations experts from India, South Africa and Argentina plus a case study from Nigeria, presented by Dr. Akpan Ekpo. Senior federal officials participating in the two-day event included key figures from the federal government charged with formulating and advancing key aspects of an agenda for fiscal federalism. Issues discussed included the need and responsibility for cooperation in macroeconomic management – especially in light of rising oil prices – plus fiscal responsibility legislation, revenue sharing between federal, state and local levels of government, and other issues including corruption and Nigeria’s poor record of accountable government. Participants formed working groups and made extensive recommendations for follow-up activities and formulated a plan of action for the next 12 months. Significant financing of the event was provided by the United Kingdom’s Department for International Development.
