Iraqis visit Canada and Switzerland to learn how federal countries are governed
A delegation of nine Iraqis composed of three parliamentarians, one regional governor, a judge and other officials came to Canada and Switzerland in February on a study tour organized by the Forum of Federations with support from the National Democratic Institute and the Government of Switzerland. The group of seven men and two women arrived in Montreal on February 13 to learn about asymmetric federalism, Quebec nationalism and intergovernmental relations. From February 15 to 17, they were in Kingston, Ontario, where they learned how police and security are governed, and where they also visited a county courthouse and the Royal Military College. They also took part in a three-day course on federalism, organized by the Institute for Intergovernmental Relations at Queene's University, Kingston. Then in Toronto they visited a public school attended by pupils from many cultures, including many who speak Arabic, and learned how Canada manages its natural resources, including oil and gas. Visiting the Forum of Federations office in Ottawa, they learned about fiscal federalism and then went to hear about intergovernmental relations and minority language rights from federal government officials. They also visited Switzerland as part of the tour, where they learned about accommodation of diversity, conflict resolution and police and security policy in three different cantons. |
