Local Governments and Metropolitan Regions in Federal Systems As part of its flagship Global Dialogue Program Forum organized country roundtables in 12 countries during 2005-2006. Countries participating in the dialogue included Australia, Austria, Brazil, Canada, Germany, India, Mexico, Nigeria, South Africa, Spain, Switzerland, and the United States. The country dialogues culminated in an international conference in Johannesburg in April 2007. The conference was co-organized with the Office of the Premier and the Department of Provincial and Local Government of the Province of Gauteng. The findings of the dialogue were published in 2008 as a comparative volume. The Local Government theme was led by Nico Steytler. Professor Steytler is the Director of the Community Law Centre of the University of the Western Cape, a research and advocacy institute that works for the realization of the democratic values and human rights enshrined in South Africa's Constitution. He has been involved in the development of the new constitutional order for the past decade. He was a technical advisor to the Constitutional Assembly drafting the 1996 Constitution (1995-6) as well as a technical advisor to the Western Cape Provincial Legislature on the drafting of a provincial constitution (1996-7).
