Opening ceremonies kick off the Fourth International Conference on Federalism in New Delhi, from November 5 - 7, 2007.
Local Government was a major theme the Forum’s 4th triennial conference on Federalism. This conference in November 2007 was hosted by the Government of India through its Inter-State Council Secretariat. The conference brought together experts and practitioners from 1300 participants from 116 countries, including several heads of state. Given the interests of the host government, Local Government and Federal systems became one of four major themes at the conference. Discussions under this theme were focused on the following questions:
- To what extent should local governments lead in the empowerment of disadvantaged groups?
- Should local governments be constitutionalised or not?
- How is governance and service delivery organized in mega cities?
- Are Local Governments really enhancing participatory decision-making?
- Do direct Federal-Local Government relations undermine Federalism?
- What forms has governance of National Capital Regions taken?
