The Forum of Federations conducts programming in Argentina and Brazil.

Argentina
The Forum began work with Argentina in 2002 when it co-organized workshops on fiscal federalism with the Canadian Embassy in Argentina and the United Nations Development Program (UNDP).

Following a needs assessment mission in the fall of 2006 and workshops on fiscal federalism and energy in March 2007, the Forum will develop a multi-year governance partnership program in Argentina. The program will focus on fiscal federalism, education and justice/courts.

Past events in the Argentina program include:

Brazil
The Forum of Federations has worked with the Fiscal Forum of Brazilian States (FFBS) and the Council of Secretaries of Finance (CONFAZ) since 2004.

The Forum has also worked with the Subchefia de Assuntos Federativos (SAF) of the Presidency in the field of intergovernmental relations. The SAF established a Comitê Federativo in 2003 between the federal government and the municipalities of Brazil seeking to strengthen their cooperation in fiscal, tax, and social reforms.

The Forum of Federations hopes to also explore possibilities in the field of public security and challenges in managing metropolitan regions in a federation. The Forum is following the evolution of the creative Public Consortiums, which began as experiments of cooperation between municipalities to pool resources to build a hospital for example.
