5TH INTERNATIONAL CONFERENCE ON FEDERALISM Equality and Unity in Diversity for Development “Volume 1: Conference Highlights”, edited by Alem Habtuent. This volume is the first in a series of six that shares the learning that transpired at the 5th International Conference on Federalism (ICF) in Addis Ababa, De­cember 2010. While the previous ICFs took place in Canada (1999), Switzer­land (2002), Belgium (2005) and India (2007), this was the first ICF on the Afri­can continent and was thus organized under the appropriate theme of “Equal­ity and Unity in Diversity for Develop­ment.” It was attended by over a thou­sand practitioners from six continents, including heads of government, parlia­mentarians, academics, journalists and others. This first volume of Conference Highlights shares the vision and insights of some of the leading political and in­tellectual figures forming the practice and discourse on federalism in Africa.
