Water and Hydropower in Federal Nepal: Development and Decision
Making from a Comparative Perspective
In this paper, one vital sectoral issue is more closely examined: Water and
its use. The central focus of this study is the production of hydropower. These
two closely related topics are of crucial importance to the overall development
of the country and to the livelihood of the Nepalese people.
More concretely, this study explores the implications of Nepal’s decision to
become a federal country for the water and hydropower sector, in terms of the
governance structure for decision-making in this area. Its purpose is to identify
and draw attention to key issues in the management of water and hydropower
resources at all levels of governance in a future federal Nepal.

Internal Markets and Multi-level Governance
This book breaks new ground in providing just such a study. George Anderson, president emeritus of the Forum of Federations, has assembled a team of leading experts on the politics and economics of federal systems and set them the task of analyzing the management of internal markets in the United States, Australia, Canada, and Switzerland, as well as the European Union. Though similar economic and political factors often play a role in driving the development of internal markets, outcomes and experiences vary widely depending on individual political and economic circumstances. In the concluding chapter, Anderson attempts to draw some comparative conclusions and highlight potential lessons for policymakers.

Access to Property Rights: Integrating Indigenous Communities into the Federal Scheme – International experiences
A large number of the world’s Indigenous peoples live in su b -standard conditions and many have lost hope that economic reform programs can bring improvement to their lives . T he academic world has long offered a multi-faceted explanation for this phenomenon including such elements as: a lack of leadership, lack of education and lack of entrepreneurship. Some authors have attributed this state of affairs to an incompatibility between cultures and the market based economy.
Today, there is not much evidence to support these assumptions. Recent experience has shown that First Nations’ lands can generate economic activity similar to that generated on non-First Nations lands. In light of this, why is there such a gap? What if the key to understanding the causality chain was hidden within some of the most basic principles of the economic cycle?

Changing Federal Constitutions

The volume is based on a research project carried out at the Institute for European Constitutional Science, FernUniversitat in Hagen and the Institute for Political Science, Technische Universitat Darmstadt and on an international conference co-organized by the two institutes and the Forum of Federations that took place in Germany’s Bundesrat in February 2011. The knowledge accumulated in Forum of Federations’ previous engagement in various comparative research projects concerning constitutional reforms in federal systems has also contributed considerably to both the conference and the present volume.
