Dr. Hashim Mohammed Tewfik is an Assistant Professor at the Addis Ababa University Institute of Federalism where he has been teaching since 2008. He was Ethiopia’s State Minister of Justice from 2005 to 2008. Prior to that he was the Director of the Ethiopian Federal Police College and also served as an Assistant Professor of Law at the Ethio-pian Civil Service College. Mr. Mohammed has a PhD from Melbourne University, in Australia, and LL.M. from K.U. Leuven, Belgium. He is an expert on comparative constitu-tional law, federalism and decentralization.
