Since 1999, the Forum has held programs in North America ranging from post-secondary education in Canada and the United States, to Senate reform in Canada and decentralization and municipal government in Mexico. While the North American countries are three stable and established federations, they all aim to improve their federal systems, particularly in the areas of intergovernmental co-operation and fiscal matters. Federalism in North America The North American continent is the only one in which all of its countries - the United States of America, Mexico and Canada - are federal countries. All three are among the world’s oldest federations. The United States became a federal country in 1789 with the ratification of its constitution. Federalism was introduced to Mexico in the constitution of 1824. Canada became a federal country in 1867 when it was founded as a country uniting four separate provinces of British North America. |
