Baja California mayors learn methods of intergovernmental co-operation

In the city of Ensenada, about 100 km south of Tijuana, 75 state and local officials came together on March 28, 2008, to work on how to best go about linking institutions of the federal, state and municipal governments. Two pressing issues in the state of Baja California are the creation of new municipalities and how to handle environmental concerns on the Pacific coast. Participants learned about the functioning of intergovernmental institutions and decentralization in India, Germany and Canada from Forum experts who shared their experiences.
