Building on the Challenges of Federal Governance Conference held in Ottawa in December 2000, the Forum organized a roundtable in Moscow from 29-30 March 2001. The event was organized in collaboration with the Canadian Department of Indian Affairs and Northern Development, the Federation of Canadian Municipalities, and the Congress of Russian Municipalities. More than 80 participants from both countriesâ€”coming from federal, regional, and municipal levels of government as well as aboriginal groups and NGOsâ€”shared their experiences concerning municipal and northern governance. Their discussions focused on three main themes: municipal governance as a means for improving the population’s standard of living, the challenges for aboriginal peoples, and the role of the federal government in northern development. Participants also discussed their experiences in Russia-Canada municipal partnerships.
