Forum holds meeting on conflict management and federalism

The Forum has received a grant from the United States Institute of Peace to assemble and create a body of literature on federalism and conflict management. A meeting was held at the University of Toronto on May 3, 2010 to define the terms of the project and to finalize a workplan from now until the end of 2010.

Participants at the meeting included Prof. Richard Simeon, Prof. Sujit Choudhry and Prof. David Cameron from the University of Toronto, Prof. Marie-Joëlle Zahar from the Université de Montréal, Jason Gluck from the USIP and Forum Vice-President Rupak Chattopadhyay. Following the discussions, the group agreed to produce a scoping paper focused on the needs of practitioners.

The paper will draw out the methods by which internationally accepted norms of institutionalization can be reconciled with the local context in post-conflict countries to build sustainable and peaceful democratization. This will be followed by an international conference in the fall to discuss issues raised by the concept paper. It is expected that the findings will ultimately be published.
