hree mini-conferences were held by the United Nations Assistance Mission for Iraq with Forum participation. The first event on Oil and Gas Revenue Sharing was held from April 4 6, 2006 on the shores of the Dead Sea and was co-chaired by Forum President George Anderson. Forum Middle East program director Marc Lemieux, together with Forum subject matter experts Paul Boothe, former deputy finance minister of Saskatchewan, and Roland Priddle, former chairman of Canada’s National Energy Board, also participated in the conference. Mr. Boothe also delivered several presentations for the Forum at a UN conference on fiscal federalism May 16 18, 2006.
In Madrid, Spain, Prof. David Cameron of the University of Toronto made presentations for Iraqi participants on the constitutional allocation of powers at the federal and regional level on June 12 13, 2006. He addressed the subject of federal arrangements in the new Iraqi constitution at a third UN conference on fiscal federalism.
