Forum President addresses students of Advanced Professional Programme in Public Administration in New Delhi

Forum President Rupak Chattopadhyay addresses students

On 13 November, 2013 Forum President Rupak Chattopadhyay addressed students of the 38th Advanced Professional Programme in Public Administration (APPPA) course at the Indian Institute of Public Administration in New Delhi.

The APPPA course is the flagship programme of the Institute, is designed for senior officers of the All India and Central Services, Defence Services, and State Governments. It is sponsored by the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, Government of India. In his presentation Mr.Chattopadhyay highlighted the important role that metropolitan regions play in national development and the approach the various federal countries had taken in the governance and financing of metropolitan regions. The presentation drew on the Forum of Federations long experience working in the area of local and metropolitan governance, and was based in particular on the eighteen case studies of the recent publication co-edited by Enid Slack and Rupak Chattopadhyay on the Governance and Financing of Metropolitan Regions published by Oxford University Press. Since its inception in 1975, as many as 1161 officers including those from the armed forces, administrators of other developing countries and teachers of Indian Universities have participated in this programme.



A large number of APPPA participants have distinguished themselves in their respective services and continue to occupy important positions in the Government of India.
