A Forum project, Federal Governance in Sudan, funded by Canada’s Department of Foreign Affairs and International Trade, placed an advisor in Sudan’s Ministry of Federal Governance. Chandra Sinha, on leave from his post as special secretary for the state government of West Bengal in India, worked with Sudan’s ministry officials to assess preparation and capacity-building needs which resulted from the new federal arrangements under the Peace Agreement and Interim National Constitution. Mr. Sinha provided support and advice for eight weeks between July and September 2006.
The Sudanese ministry welcomed Mr. Sinha’s comprehensive report, which included extensive recommendations on operational methods, staff development needs, stakeholder relations and priorities in training. Mr. Sinha held three workshops with the federal governance ministry and officials from other ministries giving an overview of federal governance on state and local levels, fiscal federalism and civil service training in federal systems.
