A research report prepared by Dr. Leslie Seidle and Mr. Zafarullah Khan. This report has been prepared based on the feedback received from the provinces on transition challenges associated with implementation of the 18th Amendment to the Constitution of Pakistan. Its purpose is to highlight the implementation gaps, key challenges, current status and opportunities that lie ahead. The report is organized in two sections and deals with both federal and provincial government transition management challenges.
