Whither Provinces and States? The case for an Hourglass Model of Fedralism Number 9 Cover

Anwar Shah (Ph.D. economics) is an advisor/consultant to the World Bank and the Asian Development Bank and Director of the Centre for Public Economics, and Distinguished Visiting Professor of Economics, Southwestern University of Finance and Economics, Chengdu/Wenjiang, China. He directed the World Bank Institute’s Governance Program from 2004-2009. He was also a member of the Executive Board of the International Institute of Public Finance, Munich, Germany from 2007-2009 and is a fellow (2005 to present) of the Institute for Public Economics, Edmonton, Alberta, Canada. He has previously served the Ministry of Finance, Government of Canada, the Government of Alberta, the US Agency for International Development and the UN Intergovernmental Panel on Climate Change (as a lead author). He has published more than two dozen books in English, Spanish, Chinese, Vietnamese and Russian languages and numerous articles. His recent books include Fiscal Federalism (with Robin Boadway), by the Cambridge University Press, The Practice of Fiscal Federalism: Comparative Perspectives, published by McGill-Queen’s University Press, Fiscal Incentives for Investment and Innovation by the Oxford University Press and Local Governance in Developing Countries by the World Bank.
