SUMMARY:YoLoGo Launches in the Western Province\, Sri Lanka
DESCRIPTION:The Forum was honoured to officially launch YoLoGo (Youth in Local Governance) in the Western Province — an initiative to strengthen youth and women’s meaningful participation in local governance through the creation of entry points for youth\, inclusive structures in decision-making\, and capacity building in multilevel governance. \n \nThe event brought together a remarkable group of leaders and changemakers\, including the Hon. Governor of the Western Province\, H.E. the Canadian High Commissioner to Sri Lanka and Maldives and officials from the High Commission\, Deputy Ministers of Local Government and Youth Affairs\, Members of Parliament championing youth inclusion\, Mayors and Chairpersons of 49 Local Authorities\, civil society organizations\, academics\, youth leaders\, and journalists. \n \nThis YoLoGo collaboration\, engineered by the Western Provincial Council and Forum of Federations with the generous funding of the Government of Canada\, will establish a youth volunteer group working with local government on issues that matter most to youth and the communities of the Western Province. \n \nThis inspiring event blended culture\, data\, and dialogue — featuring insights from our perception survey\, which highlighted the lack of youth representation in governance\, their interest in participation\, gaps in understanding\, and the urgent need for inclusion. The survey also showed that young people’s priorities are clear: employment and entrepreneurship\, education and skills development\, and mental health and wellbeing. These aren’t abstract concepts — they are the foundations of a strong\, resilient youth population\, connecting both economic empowerment and social wellbeing. \n \nAt the same time\, the barriers are evident. Youth spoke of a lack of awareness\, political bias or discrimination\, absence of platforms for participation\, and unwelcoming attitudes from officials. Yet these are not insurmountable. With awareness campaigns\, inclusive outreach strategies\, and training for local authority staff on youth-friendly engagement\, this picture can change dramatically. \n \nThey also identified the challenges in their own communities: poor economic opportunities\, weak infrastructure (roads\, lighting\, waste management)\, safety concerns\, and the lack of recreational spaces and skill development opportunities. These are areas where local authorities can make visible\, tangible improvements — and by involving youth directly\, create ownership and pride in their communities. \n \nHon. Hanif Yusuf\, Governor of the Western Province\, delivered the keynote remarks officially launching YoLoGo. He noted that nearly half of Sri Lanka’s population is under 35\, yet their voices remain absent in decision-making\, describing youth as an untapped resource. He announced the creation of a Provincial Youth Governance Network with young elected councillors serving as youth focal points across all 49 local councils\, and the establishment of Youth Advisory Committees in each local authority to work directly with governments to identify needs and co-create solutions. \n \nHe further emphasized that YoLoGo will empower young people through training in governance\, advocacy\, and civic engagement\, while also holding institutions accountable through initiatives such as a Youth-Friendly Local Authority Ranking System and an annual Governor’s Youth Award Ceremony. Concluding his address\, he stressed that “if democracy is to thrive\, it must belong to all generations\,” affirming youth as partners\, not outsiders\, in shaping governance. \n \nH.E. Eric Walsh\, High Commissioner of Canada to Sri Lanka and Maldives\, also delivered remarks on behalf of the Government of Canada. He highlighted Canada’s strong commitment to inclusive governance and youth empowerment\, and commended the Western Province for pioneering a model that could inspire replication across Sri Lanka. He emphasized that empowering young people to take part in governance is essential to building democratic resilience and stronger communities. \n \nThe event was attended by more than 215 guests with diverse and inclusive representation. This is an important step toward making governance more inclusive of youth and women — engaging\, accountable\, and responsive from the ground up. YoLoGo isn’t just a youth empowerment project — it’s an opportunity for a generational shift in multi-level governance. This initiative is proudly supported by the Government of Canada.

SUMMARY:Emerging Federal States - Can Collapse Be Avoided?
DESCRIPTION:In the last decades\, the number of federal states has grown substantially. Almost half of the world’s population now lives in federal countries which have emerged in all parts of the world. \nAs the number of federal countries has grown\, so has the interest in them – both from an academic as well as a political perspective. How do federal structures emerge\, and how do nascent federal arrangements function in practice? Why do they regress? How can federalization processes be strengthened? \nSabine Kropp and Soeren Keil discuss some of these questions based on a number of in-depth case studies in their recent book Emerging Federal Structures in the Post-Cold War Era. This webinar has the objective to present and discuss some of the comparative findings of this book as well as their relevance for both future research and the design and implementation of federal structures. \nRegister on Zoom to participate. The webinar will be also live-streamed on YouTube. \n  \n Guiding questions of our webinar are: \n· Are their conditions for stable federal structures and if so\, what do they look like? \n· What can be done to prevent the collapse or regression of federal structures? \n· How can processes of federalization be strengthened? \n· In practical terms\, what is needed in terms of further research? \n  \nSpeakers: \nProf. Sabine Kropp\, Freie Universität Berlin \nDr. Sören Keil\, Institute of Federalism\, Fribourg \nDr. Karlos Basta\, University of Edinburgh \nSisay Kinfe\, Center for Federalism and Governance Studies of Addis Ababa University \nDiscussion Moderator: Felix Knüpling\, Forum of Federations \n

SUMMARY:Two Decades of (Fiscal) Decentralization in Indonesia: Lessons for Decentralization Champions in Asia
DESCRIPTION:Fiscal decentralization in Indonesia has come a long way in the past two decades. The adoption of two laws\, the Law on Regional Government (Law No. 22 of 1999) and on Financial Balance between Central and Regional Governments (Law No. 25 of 1999)\, marked the “Big Bang” of fiscal decentralization in Indonesia\, which started an era of decentralized governance and finance that empowered provincial and local governments to deliver public services and manage their own budgets\, both in terms of revenues and expenditures. \nThis webinar will provide an overview of Indonesia’s experiences over the past two decades\, during which the pendulum swung mostly towards greater fiscal decentralization and local empowerment. \nIn order to elevate the global debate on decentralization and localization\, the webinar will also consider the question: why was Indonesia’s fiscal decentralization reform (largely) successful\, whereas fiscal decentralization has proven more difficult elsewhere in Asia? What lessons are there from Indonesia’s experience for champions of (fiscal) decentralization elsewhere in the region? \nThe webinar will take place on Wednesday\, May 10\, 2023\, 8:00 am NYC/DC  and 7:00 pm Jakarta time \nPlease register for this Zoom Webinar in advance! \nThis webinar is hosted by the Local Public Sector Alliance together with the USAID Economic Growth Support Activity (EGSA)\, along with the Forum of Federations\, The Asia Foundation\, and DeLOG. \n

SUMMARY:Crisis Management in Federal Democracies
DESCRIPTION:Global challenges continue to be massive and interconnected\, and they impact on people’s lives. This was felt recently during the global financial crisis and the pandemic; and now the war in Ukraine is threatening stability\, economic progress and peace in Europe. Other issues like natural disasters\, climate change\, terrorism\, mass migration\, and secessionist movements have or may become increasingly salient to national discussions posing challenges for governments at all levels\, from the federal to Cantonal / subnational to local level. \nThe Forum of Federations (the Forum) and the Centre for Democracy Studies Aarau (ZDA) are organizing a by-invitation roundtable for experts and decision makers to discuss what impact these crises have on democratic political systems\, and how vice-versa democracies have reacted in terms of crisis management. Are democracies well equipped to deal with crises\, what impact do these crises have on our democratic system? Moreover\, is a federal system of governance conducive to crisis management or does it pose additional challenges to crisis management? \nThe workshop will consist of two sessions\, one organized by the Forum on federalism\, one by ZDA on democracy. The event is not meant as an academic session but as a forum to provide space for dialogue between practitioners and academics from various backgrounds and countries. The idea is to share lessons and experiences in order to inspire discussion about what works and what does not work in the area of crisis management. \nSession 1: 15:00 Federalism and Crisis Management \nThe recent pandemic had offered scholars and policymakers yet another opportunity to explore how federal countries have reacted in times of crisis. The questions we would like to discuss centre around whether federal systems are well equipped to adapt and address these challenges? And\, vice versa\, how are – \nor may – these challenges impact on federal countries and their governance systems? Is centralization and harmonization of polices the trend of the future\, undermining federal structures? \n– What are the biggest perceived challenges in your country? \n– Are federal structures of your country fit for the challenge? \n– What are the lessons we learnt from how your country reacted to the pandemic? \nDiscussion Moderator: Diana CHEBENOVA\, Forum of Federations \n– Rupak CHATTOPADHYAY\, Forum of Federations: “Federalism and the Response to COVID-19 – A Comparative Analysis”\, presentations by the Forum of Federations – Reflections from: \n– Carsten SIELING\, former President of the Senate and Major of the Free Hanseatic City of Bremen\, Germany \n–Birtukan AYANODADI\, Minister of State of the Ministry of Foreign Affairs\, Ethiopia \n–Murilo Vieira KOMNISKI\, Special Advisr\, Office of the Presideny\, Brazil \n  \nSession 2: 16:45 Crisis and the Impact on Democracy \nThe pandemic laid open the difficulties of managing a crisis in a context of democratic governance. Not only did some of the measures decided to halt the spread of the Coronavirus lead to restrictions of fundamental and democratic rights. With rapid government action required to react to the threats of the pandemic\, many countries saw a power shift towards the executive\, reducing democratic control and accountability. A crisis is always a democratic stresstest. – How does democracy\, how did democracies fare in the pandemic? – What was the impact of the pandemic on the quality of democracy? – What are the democratic safeguards to be built into crisis management? \nThis panel will feature presentation of the results of three studies led by the ZDA\, embracing these questions\, followed by a discussion. \n– Palmo BRUNNER\, ZDA and University of Zurich\, “Democracy in times of the pandemic: explaining the variation of COVID-19 policies across European democracies” \n– Daniel KÜBLER\, ZDA and University of Zurich\, “The Covid-19 pandemic: a stresstest for democracies” \n– Andreas GLASER\, ZDA and University of Zürich\, “The Swiss parliament’s fight for influence in the pandemic – what needs to be done” \n– Reflections from: Julius Ihonvbere – Nigeria

SUMMARY:Digitalization of Public Administration in Federal Countries
DESCRIPTION:Join us for an International panel discussion Presented by the Centre on Governance\, the Forum of Federations\, and the Canada School of Public Service! \n\n\n\n\nRegister here! \nThe prominent role of information and communication technologies in public service delivery has raised many questions about how governments should manage their activities and design and implement public policies in the digital age. Digitalization entails a series of institutional\, organizational\, and operational impacts across all levels of government. However\, our understanding of the relationship between digitalization and broader institutional elements\, such as the multi-level dynamics of federal systems\, still faces significant limitations. To fill this gap\, the Centre on Governance at the University of Ottawa and the Forum of Federations with support from the Social Sciences and Humanities Research Council (SSHRC) are conducting research that explores the notions of digitalization and federalism. The research is based on the experiences of ten federations (Australia\, Austria\, Brazil\, Canada\, Germany\, India\, Mexico\, Spain\, Switzerland\, and the United States). Scheduled to take place at the University of Ottawa on April 27 and 28\, 2023\, the authors’ workshop will represent an important step for producing a book and advancing a new comparative research agenda that connects the two areas – digitalization and federalism – that\, to date\, have remained largely isolated from each other. \nOn April 27\, an international panel discussion developed in partnership with the Canada School of Public Service will close the first day of activities with a panel of international experts bringing different perspectives on digital government in federations. The panellists will participate in an exchange followed by a Q&A session where practitioners\, scholars\, students\, and the public will have the chance to discuss important issues to better understand how the digitalization agenda unfolds in federations. \nLight meals and refreshments will be served. \nHost: \n• Eric Champagne\, Associate Professor in Public Administration at the School of Political Studies and Director of the Centre on Governance at the University of Ottawa. \nWelcoming Remarks: \n• Guy Levesque\, Associate Vice-President\, Innovation\, Partnerships and Entrepreneurship\, University of Ottawa\, and Chair of the Board of Directors\, Kanata North Business Association. \n• Rupak Chattopadhyay\, President and CEO\, Forum of Federations. \n• Erica Vezeau\, Director General\, Digital Academy\, Canada School of Public Service. \nExpected Speakers: \n• Sabine Kropp\, Professor of German Politics at the Free University of Berlin. \n• Jeannine Ritchot\, Assistant Deputy Minister of Intergovernmental Affairs (Multilateral Relations). \n• Mario Kölling: Assistant Professor of Political Science at UNED and Senior Researcher at Fundación Manuel Giménez Abad. \n• Luis Claudio Kubota: Coordinator at the Institute for Applied Economic Research. \nModerator: \n• Silvana Gomes\, Ph.D. candidate in Public Administration\, School of Political studies\, and Doctoral researcher at the Centre on Governance\, University of Ottawa. \n

SUMMARY:Roundtable Discussion “Federalism and Gender Equality”
DESCRIPTION:Gender inequality is a significant impediment in the ability of states to achieve more just\, equal\, and inclusive societies. Advancing gender equality remains a topic of immediate concern and attention for governments around the world. Challenges that women and other gender minorities face in political participation and representation\, ensuring equal opportunity\, and garnering support and respect in positions of leadership at all levels of society and government remain pressing concerns for countries committed to addressing fundamental structural issues that contribute to continued inequality and discrimination. \nGovernance structures\, processes\, institutions matter in efforts to advance gender equality. Given the significance of this issue\, examining the role that federal and decentralized governance structures can play in creating conditions in which gender equality can be advanced or inhibited is of vital importance. While various governance structures offer both advantages and disadvantages when it comes to advancing gender equality\, research indicates that some of the features and mechanisms that exist within federal and decentralized systems can provide opportunities for enhancing women’s rights and advancing gender equality that other systems do not (Forster\, 2020). These include the capacity to enact legislation more favourable to women at subnational level; fostering innovation and policy transfer in gender equality initiatives; and the multiple points of access for women’s political participation (Forster\, 2020). \nTo discuss these important dynamics\, this roundtable will hear from three experts on gender equality and governance in North America\, South Asia\, and the Middle East and North Africa both generally and in the context of constitutional/legal frameworks and how these structures work in practice in relation to advancing or inhibiting gender equality initiatives. \nModerator: \nProf. Marcelo Jenny University of Innsbruck \nSpeakers: \nProf. Erin Delaney Northwestern University \nMs. Tala Khrais Forum of Federations\, Country Director Jordan \nProf. Rekha Saxena University of Delhi\, India

SUMMARY:A Guide to Strengthen the Role of Women in Peacebuilding: Developing Practical Negotiation Skills and Mediation Networks in the Americas
DESCRIPTION:For over a century\, the Americas have been a global beacon of relative stability and solidarity. There has been remarkably sparse border change or overt inter-continental conflict\, and this can be in many ways attributed to the peace-based initiatives under a working inter-American system. Nonetheless\, the Americas cannot boast that it is a peaceful region when it is home to some of the highest rates of violence in the world. \nTo support ongoing peace and stability in the Americas\, key actors require the capacity to resolve differences without descending into violence. There is a need to enhance preventative peacebuilding in the region\, and avoid the devastating costs inflicted on societies by violent conflict. Women in particular are vastly under-represented in peace processes and when they do participate their role is limited\, despite the fact that their meaningful participation in such processes improves the prospects of peace agreements. Moreover\, women’s participation is crucial to facilitate a gender perspective. A gendered approach to peacebuilding ensures that often overlooked issues affecting women and girls are addressed in key processes. \n  \n  \n \nLaunch Event and Discussion 18 October 2022 9:00am EST (Zoom) \nThe Event  \nFollowing the completion of the 2022 Café Diplomatico workshop\, the partners jointly produced A Guide to Strengthen the Role of Women in Peacebuilding: Developing Practical Negotiation Skills and Mediation Networks in the Americas. This publication offers a comprehensive analysis on women’s contributions to peacebuilding efforts both in the Americas and internationally\, as well detailing existing action plans and frameworks. It details the Café Diplomatico approach to negotiation and mediation skills development\, includes expert contributions on select case examples\, and provides recommendations concerning the importance of developing and sustaining women mediators’ networks. \nTo mark the occasion of the publication of the guide and to draw attention to the unique realities\, contributions\, and challenges of peacebuilding efforts in the Americas\, on 18 October 2022 the Forum\, OAS DPP and CARC will convene a panel of experts to discuss these topics\, as well as to reflect on the conclusions and recommendations suggested by the guide. In addition\, this event will invite high-level speakers to discuss the future role of the Café Diplomatico method of interactive negotiation and mediation training. These discussions will centre on possible themes for future iterations of the training as well as the importance of developing new strategies to expand and tailor the workshop to include government officials\, civil society workers\, NGOs\, activists\, academics\, and other practitioners both at national and subnational levels throughout the Americas. \nClick here to register today!

SUMMARY:Webinar: Local governance indicators – what is the global state of knowledge?
DESCRIPTION:As part of its global webinar series on Elevating the Decentralization Debate\, which seeks to bring together scholars and practitioners on issues related to decentralization\, multilevel governance\, and localized development\, the Local Public Sector Alliance—in collaboration with the Forum of Federations\, DeLOG\, and a number of other global partners—is pleased to announce a webinar discussion on Local governance indicators: the global state of knowledge. \nAlthough decentralization and subnational finance are important policy topics around the world\, major democracy and governance indicators have traditionally overlooked the subnational dimension of public sector governance. In order to fill this gap\, different research initiatives have recently been undertaken to map out the state of subnational governance institutions. These efforts include regional and local governance indicators included in the Varieties of Democracy (V-Dem) Research Project led by the Department of Political Science\, University of Gothenburg; the De/Centralisation Dataset (DcD) developed by a global team of researchers led by the University of Kent; and the Local Autonomy Index (LAI 2.0) developed by the University of Lausanne\, which was recently applied to the EU\, Council of Europe\, and OECD. \nAs part of this webinar\, lead researchers will present their various efforts to capture the state of subnational governance institutions around the world. The subsequent discussion will focus on identifying the contributions of these various data sets to the state of knowledge on decentralization\, multilevel governance\, and local development\, and the extent to which these indicators are able to inform real-world policy debates. \nRegister Now! \nThis webinar discussion is jointly hosted by Forum of Federations\, DeLOG\, and the Local Public Sector Alliance. \nWednesday\, October 12\, 2022: 9:00 am NYC/DC\, 3:00 pm Paris\, 4:00 pm Nairobi\, 6:30 pm Delhi\, 8:00 pm Bangkok \n \n\n\n\nTopic\nContributor\n\n\n\n\nIntroduction\nChas Cadwell\, Local Public Sector Alliance\n\n\nThe V-Dem Subnational Governance Indicators\nKelly McMann\, Case Western Reserve University\n\n\nThe De/Centralisation Dataset (DcD)\nPaolo Dardanelli\, University of Kent\, UK\n\n\nLocal Autonomy in the EU\, Council of Europe and OECD\nAndreas Ladner\, University of Lausanne\nAlexander Bastianen\, University of Lausanne\n\n\nDiscussant\nAstrid Haas\, Local Public Sector Alliance\n\n\nDiscussion / Q&A\nModerator\, audience\, and panelists

SUMMARY:India Governance Forum: Cooperative Federalism
DESCRIPTION:A look at the larger picture of the Indian federation drives home the need and significance of reinforcing and\nstrengthening the “cooperative” element in our federal structure is the key factor in formulating the fiscal\nrelationship in the Indian economy. Experts believe that moving forward\, “cooperative” federalism would be best\nserved by four constituents\, namely the Finance commission\, NITI Aayog\, Goods and Services Tax (GST)\, and de facto\ndecentralization. All these four constituents can play a vital role in strengthening the bond between the centre and\nstate governments and among the state governments. \nNearly three decades ago\, the passage of the 73 rd and 74 th constitutional amendments paved the way for possible\nuniformity of decentralised governance\, as far as ULBs and Panchayati Raj Institutions (PRIs) were concerned. The facile\nmanner in which the implementation has proceeded in almost all the states is common knowledge\, wherein both the\nletter and the spirit of the amendments appear to have been sacrificed at the altar of political practice. It was partly\nbecause of this behaviour of states and also the recognition of the importance of empowering local governments\, that the\nlast five finance commissions have been successively providing more and more funds. \nThe Fifteenth Finance Commission has identified the three pillars of India’s fiscal federal architecture. The first of the\nthree pillars\, fiscal rules\, requires significant reforms to achieve aggregate fiscal discipline and requires cooperation\nbetween governments and their agencies. The second pillar\, the public finance management (PFM) system\, is crucial at all\nlevels of government. The third pillar is that of an institution/organization\, more correctly\, for independent assessment.\nThe international best practices lead one to believe that setting up of independent fiscal councils could go a long way\nin bringing about the reforms delineated in the three-pillar fiscal federal architecture.\nSome of the big ideas in the traditional debates on decentralisation have been: (a) the involvement of the union\ngovernment in subjects in “State List”– either through the erstwhile Planning Commission (now NITI Aayog) and other\nelements of expenditure of the union government; (b) the ineffectiveness of 74 th constitutional amendment act that\nempowered the city governments\, and (c) increasing gaps between socio-economic and political developments in\ndifferent geographies of the country. \nFurther\, increasing digitalisation seems to be leading to a heightened centralisation. There is little capacity at the state\nlevel to manage the 21st century technology led changes. Covid has also brought about changes in the federal structure\nand governance: it has necessitated the need for governments to work together; local governments are expected to\nprovide solutions and respond to challenges; and\, greater digitalisation is providing sub-national governments better\nopportunities to execute and collect revenue. Perhaps\, there is need to relook into the subjects under central\, state and\nconcurrent lists; what can be added or moved. \n \nFor More Information: https://igf.skoch.in/event_list/cooperative-federalism/ \n
