SUMMARY:Global roundtable on the future of decentralization and multilevel governance
DESCRIPTION:The seismic shift that is underway in the global development funding landscape should be a wake-up call to leaders in the Global North and South alike. As support from the international community is waning or changing\, sustainable development will increasingly have to be achieved by Global South countries themselves and potentially other partners\, redoubling their efforts to improve the responsiveness\, results-orientation\, and efficiency of the public sector. \nThe changing global context has obvious and important implications for those who study\, work on\, and advocate for inclusive and efficient decentralization\, localization\, and multilevel governance. Inclusive and efficient multilevel governance systems can—and should—be leveraged to contribute to global stability\, economic prosperity\, sustainable development\, and efficient public service delivery in countries around the world. \nWithin this context\, the Local Public Sector Alliance (LPSA)\, together with the Forum of Federations\, NYU’s Wagner Graduate School of Public Service\, the Center on International Cooperation (CIC) at New York University (NYU)\, and a number of other partners\, will be convening a global roundtable. \nThe global roundtable is scheduled to take place on February 26-27\, 2026\, at New York University’s Wagner Graduate School of Public Service in New York City. \nParticipation in the roundtable will be invitation-only. \nRoundtable objectives\nThe collective vision of the roundtable organizers is a world where people are informed and empowered; governments are open and responsive; and the public good is enhanced through civic engagement and collective action. Achieving this vision requires countries to pursue inclusive\, efficient\, and responsive multilevel governance systems. \nImplementing the necessary reforms to achieve inclusive and responsive multilevel governance systems requires building country-level consensus and political will that results in public sector reforms (including in governance\, administrative\, fiscal\, and sectoral systems)\, informed by evidence and an in-depth understanding of decentralization and localization as complex\, cross-cutting and multistakeholder reforms. Global advocates of inclusive governance and sustainable development have an important role to play in knowledge development; knowledge sharing; and convening\, outreach\, and field-building.  The issue of how to strategically sequence and implement reforms also requires dedicated attention. \nThe focus of the roundtable is not to reflect on the importance of different thematic or technical issues—there are other venues to dive deeper into specific topics. Instead\, the focus would be on identifying what we (think we) know\, where we need to be more self-critical or work harder to better understand how multilevel governance can be leveraged in the real-world (or not)\, what to prioritize\, and how to overcome the increasingly restrictive operating environment being faced by global champions\, development actors\, and other stakeholders that recognize the importance of multilevel governance and the local public sector in achieving inclusive governance and sustainable development. \nHosting\, funding\, and participation\nThe roundtable will be co-hosted by the Local Public Sector Alliance (LPSA)\, the Forum of Federations\, NYU’s Wagner Graduate School of Public Service\, and the Center on International Cooperation (CIC) at New York University (NYU). Additional co-conveners and partners include the Commonwealth Local Government Forum\, the Organization for Economic Co-operation and Development (OECD)\, and the World Bank. \nAn initial estimate is that 40-50 participants might take part in the roundtable. In-person attendance will be invitation-only. In principle\, all co-conveners\, partner organizations\, and participants will bear the cost of their own attendance. Travel support for a limited number of unaffiliated participants may be provided by LPSA or other partners. \nPlease contact Ms. Mirna Dave (mirna@decentralization.net) for questions or further information.

SUMMARY:Governing Artificial Intelligence in Federal Systems Opportunities and Challenges
DESCRIPTION:The emergence of new technologies has had profound effects on societies. The arrival of powerful artificial intelligence (AI) systems is the latest pivotal development in the evolving technological landscape\, with generative\, predictive and agentic AI anticipated to revolutionize areas such as healthcare\, transportation\, education and communication. The data processing and generative capacities of new AI systems have the potential to supercharge digitalization in areas where technology is being into government. \nWhile some of the opportunities and challenges of AI apply to governments across the board\, federal and multilevel governance models arguably face additional layers of complexity. Questions concerning who governs and manages AI become increasingly important in systems in which constituent units have autonomy to regulate in their areas of jurisdiction. Furthermore\, this raises the question of the extent of alignment – between federal government and other constituent units – and the impact this has on the ability of governments to manage and harness AI for the public good. \nThe unprecedented speed of AI development enhances the need for practical knowledge of the regulation\, management and deployment of AI systems in federations\, as well as the specific dynamics stakeholders operating in federal systems may encounter. \nIn this context\, the Forum of Federations and Publius: The Journal of Federalism are convening an international comparative research workshop to explore this pressing governance topic. The workshop will be held on 7-8 May 2026 at the Les Aspin Center for Government in Washington DC. \nParticipation in this workshop is by invitation only. \nWorkshop Objective\nThe research workshop will assemble academics\, officials and practitioners from Brazil\, Canada\, Germany\, India\, Pakistan\, Nepal\, Switzerland\, the United States to discuss and identify comparative trends in AI governance in governance in federal countries around the world. \nDrawing on empirical evidence from practice in federations\, the discussions will provide the basis for a comparative research framework and the development of practical knowledge products for stakeholders. \nPartners\nThis workshop is organized by the Forum of Federations in partnership with Publius: The Journal of Federalism and Marquette University’s Les Aspin Center for Government. The event is supported by the James Madison Charitable Trust.

SUMMARY:The Forum of Federations Handbook on Digitalization in Public Administration of Federal Countries
DESCRIPTION:How is digitalization governed when power is shared? \nFederal countries face a hard question. Digital services cross jurisdictional boundaries\, but the constitutions that govern them do not. As AI and other frontier technologies advance\, who decides\, who is accountable\, and how do governments coordinate? \nOn November 10\, the Forum of Federations and the University of Ottawa’s Centre on Governance launch The Forum of Federations Handbook on Digitalization in Public Administration of Federal Countries\, an open-access comparative study of nine federal and decentralized countries. The book is edited by Eric Champagne\, Silvana Gomes\, Felix Knüpling\, André Lecours\, Jamie M. Thomas and Diana Chebenova. \nJoin the book’s experts and editors as they share insights and explore what AI and emerging technologies mean for how governments make decisions\, work together\, and deliver digital public services. The discussion will explore: \n🔹 Digital policy decisions and implementation\n🔹 Accountability\n🔹 Collaboration across orders of government \n📅 Tuesday\, November 10\, 2026 \n🕛 12:00–1:30 p.m. (ET) \n📍 Social Sciences Building (FSS)\, Room 4004\, University of Ottawa\, and online via Zoom \n🗣️ English and French \nAll are welcome.
