SUMMARY:Roundtable Discussion “Federalism and Gender Equality”
DESCRIPTION:Gender inequality is a significant impediment in the ability of states to achieve more just\, equal\, and inclusive societies. Advancing gender equality remains a topic of immediate concern and attention for governments around the world. Challenges that women and other gender minorities face in political participation and representation\, ensuring equal opportunity\, and garnering support and respect in positions of leadership at all levels of society and government remain pressing concerns for countries committed to addressing fundamental structural issues that contribute to continued inequality and discrimination. \nGovernance structures\, processes\, institutions matter in efforts to advance gender equality. Given the significance of this issue\, examining the role that federal and decentralized governance structures can play in creating conditions in which gender equality can be advanced or inhibited is of vital importance. While various governance structures offer both advantages and disadvantages when it comes to advancing gender equality\, research indicates that some of the features and mechanisms that exist within federal and decentralized systems can provide opportunities for enhancing women’s rights and advancing gender equality that other systems do not (Forster\, 2020). SUMMARY:A Guide to Strengthen the Role of Women in Peacebuilding: Developing Practical Negotiation Skills and Mediation Networks in the Americas
DESCRIPTION:For over a century\, the Americas have been a global beacon of relative stability and solidarity. There has been remarkably sparse border change or overt inter-continental conflict\, and this can be in many ways attributed to the peace-based initiatives under a working inter-American system. Nonetheless\, the Americas cannot boast that it is a peaceful region when it is home to some of the highest rates of violence in the world. \nTo support ongoing peace and stability in the Americas\, key actors require the capacity to resolve differences without descending into violence. There is a need to enhance preventative peacebuilding in the region\, and avoid the devastating costs inflicted on societies by violent conflict. Women in particular are vastly under-represented in peace processes and when they do participate their role is limited\, despite the fact that their meaningful participation in such processes improves the prospects of peace agreements. Moreover\, women’s participation is crucial to facilitate a gender perspective. A gendered approach to peacebuilding ensures that often overlooked issues affecting women and girls are addressed in key processes. \n  \n  \n \nLaunch Event and Discussion 18 October 2022 9:00am EST (Zoom) \nThe Event  \nFollowing the completion of the 2022 Café Diplomatico workshop\, the partners jointly produced A Guide to Strengthen the Role of Women in Peacebuilding: Developing Practical Negotiation Skills and Mediation Networks in the Americas. This publication offers a comprehensive analysis on women’s contributions to peacebuilding efforts both in the Americas and internationally\, as well detailing existing action plans and frameworks. It details the Café Diplomatico approach to negotiation and mediation skills development\, includes expert contributions on select case examples\, and provides recommendations concerning the importance of developing and sustaining women mediators’ networks. \nTo mark the occasion of the publication of the guide and to draw attention to the unique realities\, contributions\, and challenges of peacebuilding efforts in the Americas\, on 18 October 2022 the Forum\, OAS DPP and CARC will convene a panel of experts to discuss these topics\, as well as to reflect on the conclusions and recommendations suggested by the guide. In addition\, this event will invite high-level speakers to discuss the future role of the Café Diplomatico method of interactive negotiation and mediation training. SUMMARY:Webinar: Local governance indicators – what is the global state of knowledge?
DESCRIPTION:As part of its global webinar series on Elevating the Decentralization Debate\, which seeks to bring together scholars and practitioners on issues related to decentralization\, multilevel governance\, and localized development\, the Local Public Sector Alliance—in collaboration with the Forum of Federations\, DeLOG\, and a number of other global partners—is pleased to announce a webinar discussion on Local governance indicators: the global state of knowledge. \nAlthough decentralization and subnational finance are important policy topics around the world\, major democracy and governance indicators have traditionally overlooked the subnational dimension of public sector governance. In order to fill this gap\, different research initiatives have recently been undertaken to map out the state of subnational governance institutions. These efforts include regional and local governance indicators included in the Varieties of Democracy (V-Dem) Research Project led by the Department of Political Science\, University of Gothenburg; the De/Centralisation Dataset (DcD) developed by a global team of researchers led by the University of Kent; and the Local Autonomy Index (LAI 2.0) developed by the University of Lausanne\, which was recently applied to the EU\, Council of Europe\, and OECD. \nAs part of this webinar\, lead researchers will present their various efforts to capture the state of subnational governance institutions around the world. SUMMARY:India Governance Forum:  Cooperative Federalism
DESCRIPTION:A look at the larger picture of the Indian federation drives home the need and significance of reinforcing and\nstrengthening the “cooperative” element in our federal structure is the key factor in formulating the fiscal\nrelationship in the Indian economy. Experts believe that moving forward\, “cooperative” federalism would be best\nserved by four constituents\, namely the Finance commission\, NITI Aayog\, Goods and Services Tax (GST)\, and de facto\ndecentralization. All these four constituents can play a vital role in strengthening the bond between the centre and\nstate governments and among the state governments. \nNearly three decades ago\, the passage of the 73 rd and 74 th constitutional amendments paved the way for possible\nuniformity of decentralised governance\, as far as ULBs and Panchayati Raj Institutions (PRIs) were concerned. The facile\nmanner in which the implementation has proceeded in almost all the states is common knowledge\, wherein both the\nletter and the spirit of the amendments appear to have been sacrificed at the altar of political practice. It was partly\nbecause of this behaviour of states and also the recognition of the importance of empowering local governments\, that the\nlast five finance commissions have been successively providing more and more funds. \nThe Fifteenth Finance Commission has identified the three pillars of India’s fiscal federal architecture. The first of the\nthree pillars\, fiscal rules\, requires significant reforms to achieve aggregate fiscal discipline and requires cooperation\nbetween governments and their agencies. The second pillar\, the public finance management (PFM) system\, is crucial at all\nlevels of government. The third pillar is that of an institution/organization\, more correctly\, for independent assessment.\nThe international best practices lead one to believe that setting up of independent fiscal councils could go a long way\nin bringing about the reforms delineated in the three-pillar fiscal federal architecture.\nSome of the big ideas in the traditional debates on decentralisation have been: (a) the involvement of the union\ngovernment in subjects in “State List”– either through the erstwhile Planning Commission (now NITI Aayog) and other\nelements of expenditure of the union government; (b) the ineffectiveness of 74 th constitutional amendment act that\nempowered the city governments\, and (c) increasing gaps between socio-economic and political developments in\ndifferent geographies of the country. \nFurther\, increasing digitalisation seems to be leading to a heightened centralisation. There is little capacity at the state\nlevel to manage the 21st century technology led changes. Covid has also brought about changes in the federal structure\nand governance: it has necessitated the need for governments to work together; local governments are expected to\nprovide solutions and respond to challenges; and\, greater digitalisation is providing sub-national governments better\nopportunities to execute and collect revenue.
