Position Title:        Project Officer, Asia

The Project Officer, under the direction of the Program Manager for Asian Region, is accountable for assisting the Director in developing and delivering sustainable, federal governance programs and related projects in Asia.

 

1.   Opportunity Identification:

·          Assists in identifying funding and partnership opportunities in the region.

 

2.   Program Planning and Strategies:

·          Assists in developing detailed operational plans for Asia and revising action plans annually to incorporate changing priorities and political developments.

·          Assists in Forum strategic planning exercises by compiling and researching information on the region or on specific countries in the region.

·          Assists in forecasting program expenses and developing program budgets

·          Assists in facilitating the approval processes between the Board, senior management and partners

 

3.   Program Implementation: 

·          Assists in planning and coordination of events such as training/workshops, policy roundtables, overseas missions, etc. These activities take place in Ottawa, Asia and possibly other locations.

·          Assists in the development of project-specific narrative and financial plans and reports to donors, the Forum’s Board of Directors and Executive Committee.

·          Works with colleagues in headquarters and Asia to ensure effective project management practices and systems.

 

4.   Project Delivery:

·          Assists in identifying and recruiting experts to facilitate and deliver in-country activities.

·          Responsible for proper processing of contracts, purchase orders, payments, travel claims, etc. through the Forum’s finance department, and liaising with contractors and other suppliers as necessary.

·          Responsible to maintain files and proper records of all Asia-related activities of the Forum, also including a database of Asian experts and experts with Asian experience in federalism.

 

5.  Partner & Other Country Liaison:

·          Assists in maintaining regular contact with partner country focal points and Embassies to stay up-to-date on relevant developments; to advise on Forum activities & products; to identify new opportunities responsive to their interests

·          Contributes to research and the maintenance of ongoing “watching briefs” of developments related to federalism in certain Asian countries.

 

6.       Communication:

·          Collaborates with the Public Information and Education officers and other staff in the preparation of articles, documents, educational materials, etc.

 

7.       Forum Representation:

·          Assists the Manager in representing the Forum as required.
